Rent for the units will be set at 60 to 125 percent of the Area Median Income, starting at $866 for a studio — considerably more affordable than private developments under the 421-a tax program. A similar building, also related to the library development, is planned for 911-917 Atlantic Avenue a few blocks away. As of September, the luxury condo tower at 1 Clinton Street in Brooklyn Heights, the site of the former library at 280 Cadman Plaza West, had risen past the one-third mark.
